BOCC Still Pursuing Agreement on Provisions of Subdivision Moratorium
Despite extensive discussion and several votes at its March 13 Administrative Business Meeting, the majority of Commissioners were unable to agree on an ordinance to impose a subdivision moratorium, as part of its Growth Management Initiative. The BOCC agreed to put the issue on its March 17 agenda for discussion, in order to work toward a compromise that will garner the votes of a majority of the Commissioners.
City of Brunswick Considering Impact Fees
A study commissioned by the City of Brunswick recommends the City collect impact fees on new homes for new services and infrastructure, including police protection, parks and recreation, and municipal structures and equipment. According to the study, Brunswick Crossing, a 1200 unit housing development in the City in the first stage of construction, will add about 58% to Brunswick’s population of 6,000. The Brunswick City Council is expected to vote on the issue at its next regular meeting on March 25.
Frederick County Planning Commission to Hold Hearing on Latest Proposed Changes to Resource Conservation Zoning
On March 19 the Planning Commission will hold a hearing on the latest proposed changes to zoning in the RC district, based on feedback the BOCC received at its public hearing earlier this year. The current proposal would modify the minimum lot area requirement for development in the RC Zone from 5 to 10 acres. All applications in process through February 5 will be grandfathered under the current rules of one lot per 5 acres. The BOCC also voted to take two new proposed provisions through the public hearing process: to allow one additional development right for parcels between 10 and 20 acres in size, and to remove the existing (virtually unused) RC cluster option from the County’s zoning ordinance. The FcPc hearing will take place at 7 pm in Winchester Hall.
